Zhongxin Elementary School was founded in 1990 to serve a fast-growing residential neighborhood in Xinzhuang District. Detailed public records of the school's early history are limited, but like many of its neighbors, it opened during a period when Xinzhuang's population was expanding rapidly and new campuses were needed across the district. The school includes an attached kindergarten serving local families.

Zhongxin sits within Xinzhuang District, a town that grew from a Qing-dynasty river port on the old Danshui River trade route into one of New Taipei's most densely populated districts after decades of rapid residential and industrial development.
