Xinsheng Elementary began in 1951 as a branch classroom of Wanxing National School, set up for children in old Zhaojia village who found the journey to school too difficult. It was upgraded to a branch school in 1956, then became an independent school in 1959 as Xinsheng National School, opening with eight classes. Its earliest buildings were wood-framed, later modernized with reinforced concrete construction starting in 1979.
新生國小的前身,是民國40年(1951年)為方便舊趙甲地區學童就近上學而設立的萬興國小分班教室。民國45年(1956年)升格為分校,民國48年(1959年)獨立設校,定名「新生國民學校」,創校時設有8個班級。早期校舍為木造建築,自民國68年(1979年)起陸續改建為鋼筋混凝土建築。
