Zhongyi Elementary was founded in 1999, becoming Luzhou's fifth elementary school. The first phase of its campus was completed in 2002. Coming a full decade after several of the district's other elementary schools, Zhongyi's founding reflects how Luzhou's residential development continued to expand well into the late 1990s, still requiring new campuses even as the district approached the density of a mature Taipei suburb.
忠義國小創立於民國88年（1999年），是蘆洲第五所國小，第一期校舍工程於民國91年（2002年）完工。忠義的設校時間比蘆洲其他幾所國小晚了整整十年，反映出蘆洲的住宅開發一路延續到1990年代末，即便已逐漸邁向成熟的台北都會近郊，仍持續需要新校舍。
