Xiude Elementary opened on August 1, 1966, under its first principal, Chou Wen-ming, with 24 classrooms specifically engineered to resist flooding — a direct response to Sanchong's low-lying position on the Danshui River floodplain, an area that has long been prone to inundation. The school produced its first graduating class of 143 students in 1969, just three years after opening. Today it serves around 800 students across 31 regular classes, continuing as a steady neighborhood elementary school in the heart of Sanchong.
修德國小於民國55年（1966年）8月1日創校，首任校長為周文明，校舍原始設計即包含24間具防洪功能的教室——這直接回應了三重地處基隆河沖積低窪地帶、長期易遭水患的地理特性。創校僅三年後的1969年，學校即產生首屆畢業生，共143人。如今學校約有796名學生、31個普通班，持續作為三重核心區的社區型國小。
