Xinyi Elementary School began preparation in 1988, was formally named in 1989, and enrolled its first students in 1992 under founding principal Cai Yi-xiang. The first phase of its campus was completed in 1992, followed by a second phase in 1993 — a multi-purpose building housing an AV classroom, library, resource room, and dedicated dance, science, music, and art specialty rooms.
信義國小於民國77年（1988年）開始籌備，民國78年（1989年）正式命名，民國81年（1992年）首次招生，創校校長為蔡義祥。第一期校舍工程於1992年完工，第二期工程於1993年完工，內含視聽教室、圖書館、資源班教室及舞蹈、自然、音樂、美術等專科教室的多功能大樓。
