Tsaokang Elementary began in 1920 as a single-class satellite classroom of Dingfanpo Public School, set up because local children had to walk several kilometers to the nearest school. It expanded into a full branch campus two years later, then became fully independent in 1928 under the name Caogang Public School. The school took its current name, Tsaokang National Elementary School, in 1968 following the nine-year compulsory education reform. Enrollment peaked at 903 students across 28 classes in the 2004–2005 school year, though it has declined since; the school added a school lunch program in 1979 and a new north building in 2013.
草港國小的起源,是民國9年(1920年)設立於頂番婆公學校的單班衛星教室,當初是為了讓當地孩童不必徒步數公里前往最近的學校就讀。兩年後擴編為分校,並於民國17年(1928年)正式獨立設校,定名「草港公學校」。民國57年(1968年)配合九年國民義務教育改制,定名為現今的草港國民小學。民國93學年度(2004-2005年)達到全校903名學生、28班的巔峰規模,此後學生人數逐漸減少;學校於民國68年(1979年)增設營養午餐,並於民國102年(2013年)興建新北棟大樓。
