Tiansheng Elementary began in 1965 when residents of Tiansheng Village organized to build a branch class of Xinshui National School, starting with just 2 classrooms and 77 first-grade students. The branch became a full branch school of Xinshui Elementary in 1970, and finally an independent school — Tiansheng National Elementary School — in 1974. The school is especially proud of its ocarina ensemble, which won the grand prize at the 2025 Hong Kong Ocarina Competition, and it serves as a base school in Changhua County's 2024 PaGamO reading literacy program.
天盛國小起源於民國54年(1965年),由天盛村居民自發集資,興建新水國校的分班,最初僅有2間教室、77名一年級新生。該分班於民國59年(1970年)升格為新水國小的分校,並於民國63年(1974年)正式獨立設校,定名為天盛國民小學。學校的陶笛合奏團曾於2025年香港陶笛大賽榮獲總冠軍,也是彰化縣2024年PaGamO閱讀素養計畫的基地學校之一。
