Xincheng Elementary was founded in 1982 to serve the outlying, hillside Shangcheng community as Dongshi's rural farming population grew through the 1980s. Officially designated a remote/rural school, it has more recently become a pilot site for AI education in partnership with the Taichung City Digital Bureau and Tunghai University, alongside its ongoing Hakka-language curriculum.
新成國民小學創立於民國71年（1982年），因應1980年代東勢農村人口成長，服務偏遠山區的上城聚落。學校被列為偏遠/山區學校，近年更與臺中市政府數位治理局及東海大學合作，成為AI教育試辦學校之一，並持續開設客語課程。
