Mingde Elementary originated in 1959 as a branch of Linzuo Elementary School, before later becoming an independent school in its own right. It is located in Xiweicuo (溪尾村), a farming hamlet within Sihu Township, giving families in this part of the countryside a school within easy reach.
明德國小創始於民國48年（1959年），最初為林厝國小的分校，後獨立設校。學校位於四湖鄉的農村聚落溪尾村，讓當地家庭的孩童就近入學。
