Shicheng Elementary was founded in 1918 under Japanese rule as "Shiweizhang Public School," named for the historic "Shiweizhang" (石圍牆), or "stone-walled fort," settlement in which it stands. That name recalls the stone perimeter wall early Hakka settlers built to defend their frontier community during a period of conflict with the region's indigenous inhabitants.
