Sheng-san Elementary was founded in 1947 by the Republic of China Air Force Headquarters to educate the children of Air Force families, built on the former site of the Taichung Shinto Shrine (台中神社), a major Japanese colonial-era religious site. In 1967, the school was renamed to honor Air Force Major General Zhang Sheng-san, who was killed in action, giving the school its present name. The school's history embodies both the postwar arrival of KMT air force families in Taichung and the adaptive reuse of a Japanese-era shrine site for new civic purposes.
省三國小創立於民國36年(1947年),由中華民國空軍總部設立,以教育空軍眷屬子女為目的,校地為日治時期重要宗教場所「台中神社」舊址。民國56年(1967年),為紀念殉職空軍將領張省三將軍,學校更名為現名。校史見證了戰後空軍眷屬遷入台中的歷史,也體現了日治神社舊址轉作公共用途的時代轉變。
