Ruijing Elementary was established in 2001 and began enrolling students in 2005, splitting off from neighboring Ruifeng Elementary School as growth around the Taichung Industrial Park, Taiwan Boulevard, Tunghai University, Taichung Veterans General Hospital, and Taichung Harbor drove up the local population. 瑞井國小於民國90年（2001年）核准設校，民國94年（2005年）開始招生，是從鄰近的瑞峰國小分出而設，設校原因是台中工業區、台灣大道、東海大學、台中榮民總醫院與台中港的發展帶動了當地人口增長。學校的成立直接見證了大肚區從農村聚落轉型為與工業、港區連結的台中郊區的過程。
