The school began in 1934 in Taipei as the "Civil Engineering and Surveying Technician Training Institute" (土木測量技術員養成所), co-founded by Hatta Yoichi, the engineer famed for designing the Chianan Canal. It relocated to Ruifang in 1948, becoming a national institution in 2000 and a New Taipei municipal school in 2013.
