Lujiang Elementary was established in 1981 as Luzhou's second elementary school, created through the direct advocacy of a local county councilman who pushed for a new campus as the original Luzhou Elementary School could no longer keep up with the district's exploding population. Its founding reflects Luzhou's 1980s population boom, a period when the once-rural township was rapidly filling in with new residents commuting into Taipei.
鷺江國小成立於民國70年（1981年），是蘆洲第二所國小，由地方縣議員極力爭取促成——當時蘆洲國小的學生人數已無法負荷急速成長的人口，急需增設新校。學校的誕生正好見證了蘆洲1980年代的人口爆炸時期，這個曾經以農業為主的鄉鎮，正快速湧入通勤至台北的新居民。
