Keyuan Elementary began with a preparatory office in February 2002, and completed its first construction phase in time for student enrollment to begin in August 2003. It was built on a compact 1.2-hectare site directly adjacent to the boundary of Hsinchu Science Park, established specifically to serve the rapidly growing East District population drawn by jobs at the neighboring tech park. The campus is known for its distinctive "fairytale castle" architecture, divided into European, American, and Asian-themed building clusters — the Asian section incorporating Minnan and Hakka-style elements — designed to blend international flair with local, hometown character.
科園國小籌備處於民國91年(2002年)2月成立,第一期工程於民國92年(2003年)8月完工並開始招生。校地僅約1.2公頃,緊鄰新竹科學園區邊界,專為服務因鄰近科技園區就業機會而快速成長的東區人口而設立。校園以獨特的「童話城堡」建築風格聞名,分為歐式、美式與亞洲主題建築群——其中亞洲區融入閩南與客家風格元素——設計理念在於融合國際感與在地鄉土特色。
