Named for a county magistrate, rooted in Xianxi's coast.

Xiaoyang Elementary began as an application submitted in September 1961 and approved that October, opening as a branch of Xianxi Elementary School in Dingli with 6 classes and 3 classrooms. It became an independent school on February 1, 1964, taking the name "Xiaoyang" after the courtesy name of former Changhua County Magistrate Lu Shiming. At independence, the school already had 12 classes and more than 600 students on a U-shaped campus of about 1.2 hectares, and its first graduating class was photographed in July 1965.

曉陽國小的設校申請提出於民國50年(1961年)9月,同年10月獲准,初期為線西國小頂犁分校,設6班3間教室。民國53年(1964年)2月1日獨立設校,校名「曉陽」取自前彰化縣長呂世明先生的字號。獨立設校時已有12班、學生600餘人,校園呈U字型,佔地約1.2公頃,首屆畢業生於民國54年(1965年)7月留下畢業照。
