A school founded by local gentlemen, sustained by generations of alumni.

Haipu Elementary began in 1919 when local gentlemen Shi Zhenrong and Shi Luo organized classrooms and founded a "Mandarin Study Society," with Yang Niu as its first teacher. It became a branch of Lukang Second Public School in 1920, then fully independent in 1937 as Haipucuo Public School under Japanese-era principal Koike Ishichi. The school was renamed multiple times after 1945, and celebrated its 70th anniversary in 1997 with a new teaching building. Notable alumnus Shi Qichong established an educational foundation that has donated NT$300,000 annually since 2011, while local businessman Li Boxiong funded the renovation of the school's history room, honoring a former principal.
