Fushan Elementary grew out of grassroots organizing by residents of Dapu and Jiushe villages, who pooled funds to purchase the school site in 1976 so local children would not face a long daily commute to Fenyuan Elementary School. It opened as a branch campus in 1978, was upgraded to a branch school in 1980, and became fully independent in 1983. Today the school promotes unicycling as a signature student activity, alongside folk sports such as spinning tops, diabolo, and hoop rolling, plus food, agriculture, and environmental education.
富山國小的誕生源自大埔村與舊社村居民的自發籌措,他們於1976年集資購地,希望讓當地孩童不必長途通勤至芬園國小就讀。學校於1978年以分班形式成立,1980年升格為分校,1983年正式獨立設校。如今學校以推廣「獨輪車」作為學生特色活動聞名,並發展陀螺、扯鈴、呼拉圈等民俗體育,以及食農教育與環境教育。
