Fumin Elementary was established in 1975, splitting off from a remote branch campus of Heping Elementary known as "Baimao." Nicknamed the "first school of the Baimao plateau," the school's campus was destroyed in the 921 earthquake of 1999 and rebuilt with funding from the Red Cross. It later won a national Teaching Excellence gold award for its distinctive mountain-field outdoor-education program.
福民國小創立於民國64年（1975年），前身是和平國小偏遠的「白毛」分班，因而有「白毛台第一校」之稱。1999年九二一大地震摧毀了校舍，後由紅十字會資助重建。學校其後以獨具特色的山野戶外教育課程，榮獲全國教學卓越獎金質獎。
