Chenggong Elementary School was founded in 1944, during the final year of Japanese colonial rule, under the name "Gancheng National School" (干城國民學校). In a quirk of its founding, the school's opening ceremony was actually held at Xingao National School — today's Taiping Elementary School in North District — rather than on its own site. The school was renamed in 1946, shortly after Taiwan's retrocession, and moved to its present East District location in 1948. Its wartime founding and rapid postwar renaming mirror the turbulence of the 1944–1948 handover period in Taiwan's history.

成功國小創立於1944年(昭和19年),日治時期末年,原名「干城國民學校」。校史上一個特別的插曲是,該校的開學典禮竟是在他校——今日北區的太平國小前身「新高國民學校」——舉行,而非自己的校地。台灣戰後不久的民國35年(1946年),學校更名,並於民國37年(1948年)遷入今日東區現址。該校誕生於戰爭末期、又在戰後迅速更名遷校的歷程,正是1944至1948年政權交接動盪時期的縮影。
