Changde Junior High was established in August 1971 on Bagua Mountain in Changhua City's Xiangshan District, under its first principal, Liu Jianzhang. Its inaugural class of 350 students initially borrowed classrooms from nearby Yangming Junior High before settling into its own campus. In 1977, the school established one of Taiwan's earliest county-level special education programs, and it has since built a strong reputation in science competitions and athletics, including table tennis, track and field, and woodball.
彰德國中創立於民國60年（1971年）8月，校址位於彰化市香山地區的八卦山麓，首任校長為劉建章。首屆招收350名學生，初期借用鄰近的揚明國中教室上課，後遷入現址。民國66年（1977年），學校成立全台縣市層級最早期的特殊教育班之一，並在科學競賽與桌球、田徑、木球等體育項目上表現優異。
