From a family-founded academy to a public elementary school.

Caohu Elementary traces its origin to April 1, 1931, when local residents Chen Jianzong, Chen Jianshang, Chen Yi, and Chen Ya founded "Caohu Private Academy" (草湖私古軒), teaching both Chinese and Japanese. The site became a Japanese-era government language institute in 1941 and a branch school in 1943, before becoming an independent public school in 1941 under principal Chen Lieh. In 1946 the school relocated to take over a former Japanese immigrant-village school site, opening with 233 students across five classes, and was formally established as Changhua County Fangyuan Township Caohu Elementary School in 1945.

草湖國小的歷史可追溯至民國20年(1931年)4月1日,由地方居民陳建宗、陳建賞、陳義、陳雅共同創辦「草湖私古軒」,教授漢文與日文。該址於1941年成為日治時期的公學校,1943年設為分校,並於1941年在校長陳烈的帶領下獨立設校。民國35年(1946年),學校遷至一處原日本移民村學校舊址,開校時有233名學生、五個班級。學校於民國34年(1945年)正式定名為「彰化縣芳苑鄉草湖國民小學」。
