Wenchang Elementary opened on August 1, 1988, established to serve a population surge that followed the launch of a nearby land-readjustment zone around 1981. In the years since, the school has built two distinctive strengths: a handball team that has gone on to represent Chinese Taipei in international competition, and an ocean and marine education program that connects students to Taiwan's coastal environment despite the school's inland location.
文昌國小於1988年8月1日開學,設校起因於約1981年附近地重劃區啟動後帶來的人口成長。多年來,學校發展出兩項特色:一支曾代表中華台北出國比賽的手球隊,以及一套海洋教育課程,讓學生即使身處內陸,也能與臺灣的海洋環境產生連結。
