Its name, "白冷" (Baileng), is a Chinese transliteration of "Bethlehem," reflecting the historical presence of the Swiss Bethlehem Mission that was active in the area. The school's growth in the 1950s was spurred directly by construction of the Tianlun hydroelectric plant, one of Taipower's mid-century hydroelectric projects along Heping District's mountain rivers.
白冷國小於1949年以分校形式設立，民國42年（1953年）正式獨立設校。校名「白冷」為「Bethlehem」的音譯，反映當地曾有瑞士白冷會（Bethlehem Mission）駐點傳教的歷史。學校在1950年代的成長，直接受惠於天輪發電廠的興建，這是台灣電力公司在和平區山區河流沿線推動的中期水力發電計畫之一。
