Zhongyuan Elementary became an independent school on August 1, 2005, taking its name from Zhongyuan Road, the street on which its campus sits. As one of the newest elementary schools in Hualien City, it reflects the city's continued residential expansion beyond the old downtown core. The school's motto, "Love — Dreams — Soaring," guides a program that includes a specialized Art Talent track alongside competitive soccer and baseball teams.
