Zhongfu Elementary opened on August 1, 1999, one of the newest schools to split off from historic Xinjie Elementary as Zhongli's population continued expanding through the late 1990s. Zhongfu Elementary is a "daughter school" of Xinjie Elementary, one of Zhongli's oldest institutions — a lineage shared with Neili and Xinyi elementary schools. Its 1999 founding shows that Zhongli's core urban schools kept spinning off new campuses well into the late 20th century, decades after the district's earliest schools were established, as the population never stopped growing.
