Zhishan Junior High School broke ground on May 6, 1968, with construction completed and the school formally named that November as "陽明山管理局至善國民中學," under the authority of the Yangmingshan Management Bureau. It was renamed "臺北市立至善國民中學" in 1974 when that authority transferred to Taipei City. The original campus was designed by renowned modernist architect Hsiu Tse-lan, known for a distinctive circular spiral staircase feature, with construction proceeding in three phases from 1968 to 1974 at a cost of over NT$61 million. In 2008, Zhishan became the first school in Taiwan to receive "International Safe School" certification.

至善國中於民國57年(1968年)5月6日動土,同年11月校舍完工、正式命名為「陽明山管理局至善國民中學」。民國63年(1974年)陽明山管理局改隸臺北市,學校更名為「臺北市立至善國民中學」。原始校舍由知名現代主義建築師修澤蘭設計,以獨特的螺旋樓梯著稱,工程分三期進行,自1968年至1974年,耗資逾新台幣6100萬元。民國97年(2008年)11月18日,至善國中成為全台第一所獲得「國際安全學校」認證的學校。
