Zhengxin Elementary is one of the youngest elementary schools in Xinhua District, built to serve a growing residential area rather than the district's established old-street neighborhood. The Tainan County government appointed a preparatory-office director, drawn from Neijiao Elementary, in June 1997, and formally approved the school's name — "Tainan County Xinhua Town Zhengxin National Elementary School" — that August. Groundbreaking on the new campus followed on February 9, 1998.
正新國小是新化區最年輕的小學之一,為服務新興住宅區而設立,而非傳統老街周邊的既有社區。台南縣政府於民國86年(1997年)6月指派內角國小校長兼任籌備處主任,並於同年8月正式核定校名「台南縣新化鎮正新國民小學」。新校舍於民國87年(1998年)2月9日動工興建。
