Zhengbin Elementary was founded on April 1, 1937 (Showa 12) as "Masago Ordinary Elementary School" (真砂尋常小學校), the fourth elementary school established in Keelung City under Japanese rule. It was built to serve rapid population growth in the Hamacho and Masago-cho districts, and was renamed "Masago National School" (真砂國民學校) in 1941. The school sits near National Taiwan Ocean University and Bisha Fishing Harbor, blending mountain and sea surroundings, and close to the historic Zhengbin harbor district.
正濱國小創立於昭和12年(1937年)4月1日,校名為「真砂尋常小學校」,是日治時期基隆市設立的第四所小學校。當時為因應濱町與真砂町一帶人口快速成長而興建,昭和16年(1941年)更名為「真砂國民學校」。學校鄰近國立臺灣海洋大學與碧砂漁港,依山面海,也緊鄰歷史悠久的正濱漁港聚落。
