Originally Yue-Ming Elementary School, the institution was restructured on August 1, 2022 into a combined kindergarten-through-grade-9 school. It is nationally known for its "Optimistic Young Sailors" (樂觀小帆手) program: since 2009, every student from third grade up has received 30 sailing lessons a year. In 2026, students set out from Su'ao Harbor on a 1,939-kilometer voyage circumnavigating Taiwan by sail — a striking demonstration of a curriculum built around the theme of "Ocean Taiwan Dream" (海洋台灣夢), tying ocean and mountain sustainability education together. The school also offers stand-up paddling, kayaking, and snorkeling.
學校前身為岳明國小，於民國111年（2022年）8月1日改制為涵蓋國小至國中部的九年一貫學校。學校以「樂觀小帆手」計畫聞名全國：自民國98年（2009年）起，三年級以上每位學生每年接受30堂帆船課程。民國115年（2026年），學生自蘇澳港出發，展開1,939公里的環台帆船之旅，充分展現學校圍繞「海洋台灣夢」理念、結合海洋與山林永續教育的課程特色。學校亦開設立式划槳、獨木舟、浮潛等活動。
