Youchang Refinery Elementary was established in 1947 as a school for the children of Chinese Petroleum Corporation (CPC) refinery employees, and was formally registered in 1949 as the "Kaohsiung Municipal Oil Refinery Substitute National School." It remained under private management until 2008, when it was converted to a public school under Kaohsiung city government administration. The school sits directly beside the Kaohsiung MRT Red Line's "Youchang Elementary Station" and Guoguang Senior High School, part of the same CPC employees'-children school system, and children of CPC employees are given priority enrollment. The school also operates an affiliated kindergarten, established in 1986, and a nursery established in 1999.

油廠國小創立於民國36年(1947年),為中油員工子弟設立之學校,民國38年(1949年)正式立案為「高雄市油廠代用國民學校」。學校長期由私人管理,直至民國97年(2008年)由高雄市政府接管,改為公立學校。校址緊鄰高雄捷運紅線「油廠國小站」及國光高中,與國光高中同屬中油子弟學校體系,中油員工子弟享優先入學資格。學校並附設幼兒園(1986年立案)與托兒所(1999年立案)。
