Yongqing Elementary School traces its origin to 1948, when it was founded in Nanjing as a Navy Dependents' School (海軍子弟學校) by Admiral Gui Yongqing. The school relocated to Taiwan in 1949 along with the Navy's retreat, and was taken over by the Kaohsiung city government on August 1, 1966, at which point it was renamed Yongqing Elementary School in honor of its founder. The campus sits within the boundary of the Fongshan County Old City (鳳山縣舊城) historic site, near Shoushan National Nature Park.

永清國小的歷史可追溯至民國37年(1948年),由桂永清將軍在南京創辦「海軍子弟學校」。民國38年(1949年)隨海軍撤退來台,民國55年(1966年)8月1日由高雄市政府接管,並為紀念創辦人而更名為「永清國小」。校址位於鳳山縣舊城歷史遺址範圍內,鄰近壽山國家自然公園。
