Xinsheng Elementary began in 1961 as a branch class of Lixing Elementary School, becoming independently established in 1964 as "Yilan County Yilan City Xinsheng National School" and taking its current name in 1968. In 2008, the school built an experiential "English Village" (英語村) on campus to give students immersive spoken-English practice — an early and creative response to Taiwan's push for bilingual education. The school also runs a well-regarded wind and concert band established in 1997, and participates in the Ministry of Education's MSSR silent-reading program. Its location near the Yilan River and the historic Beijin wood-fired brick kiln ties it to the area's traditional riverside industries.
新生國小於1961年(民國50年)以力行國小分班形式成立,1964年獨立設校,定名「宜蘭縣宜蘭市新生國民學校」,1968年始定名為現名。2008年,學校在校內建置體驗式「英語村」,讓學生能沉浸式練習口說英語,是台灣推動雙語教育較早、也較有創意的作法之一。學校並自1997年成立管樂團,深具口碑,同時參與教育部MSSR默讀推廣計畫。校址鄰近宜蘭河及歷史悠久的北津磚窯,與當地傳統河岸產業有著深厚淵源。
