Kaixuan Elementary began in September 1946 as a single-class branch of Yucai Elementary School, its first lessons literally held inside a local temple (福德廟). It became an independent school in August 1965. In 2001, the school relocated to a new 2.61-hectare campus after county government urban redevelopment plans repurposed its original site for commercial and parking use — a move that placed the school within the newly developing County Government Center (縣政中心) district that now surrounds it.
凱旋國小創立於民國35年(1946年)9月,最初為育才國小的分班,第一堂課即在當地的福德廟內上課。民國54年(1965年)8月獨立設校。2001年,因縣政府都市更新計畫將原校地改作商業與停車用途,學校遷至新建的2.61公頃校園,如今座落於逐漸發展中的縣政中心新區。
