Yingpan Elementary was founded on April 24, 1921 as Yingpankou Public School, on land donated by the community around the local Seven Generals Temple (七將軍廟) — a foundation story that ties the school directly to its neighborhood's civic and religious life. The 1999 921 earthquake destroyed the campus, and its reconstruction embraced a 'field and garden pedagogy' (田園教學) design, integrating agricultural and outdoor learning spaces directly into the rebuilt school grounds.

營盤國小創立於民國10年(1921年)4月24日,前身為「營盤口公學校」,創校用地由地方七將軍廟社群捐贈,展現學校與地方信仰社群的深厚淵源。民國88年(1999年)921大地震摧毀校舍,重建時採用「田園教學」設計理念,將農園與戶外學習空間融入校園規劃之中。
