Yangxin Elementary began preparations in August 1999 and formally opened to students in August 2001, making it one of the most recently founded public elementary schools in Yangmei District. Its guiding vision is "nurturing well-rounded children of the new century, with a love for their homeland, a technological mindset, and creativity," and its establishment reflects the wave of population growth Yangmei experienced around the turn of the millennium, driven in part by nearby transportation development.
楊心國小於民國88年（1999年）8月籌設，民國90年（2001年）8月正式招生，是楊梅區設校時間最晚的公立國小之一。學校願景為「培育具有鄉土情、科技心、創造力的新世紀優質兒童」。其設立反映楊梅在千禧年前後因鄰近交通建設帶動的人口移入與社區擴張，因應楊梅新興社區人口增加而設立。
