Grown from a Hakka-village school's branch campus.

Xinshi Elementary was established in 1959 as "Songwu Elementary School Beishi Branch," after Pingzhen Township purchased the land. Classes initially met temporarily at the Zhongli Agricultural Irrigation Association building starting in November 1962, before new classrooms were built the following year. The school was renamed Xinshi Elementary in 1968, when nine-year compulsory education was implemented nationwide. Its first independent principal, Liang Ren-tian, was appointed in 1964, and a music program was added in 1995.
