Xinrong Elementary was established on December 23, 2002, with its first students enrolling in August 2003. The campus, covering about 2.47 hectares, sits on what was formerly known as "豬圃仔" (a local hog-farming area) in southern Taoyuan, bordering Pingzhen's Central Park (12th District Park) to the south and the Laojie River (老街溪, "Old Street Creek") to the west. Its name, "Xinrong," combines the names of the two neighborhoods it serves — Xinshi-li (新勢里) and Zhongrong-li (中榮里).
