Xing'an Elementary was planned in March 1985 by Mayor Chang Po-ya as a branch of Xuanxin Elementary School, and was formally named and made independent on April 1, 1987. Its first campus building was completed on November 24, 1989, with students initially borrowing classrooms at Xuanxin Elementary while construction finished. A second building was completed in January 1994, followed by further campus expansion through 1997.
興安國小的設校規劃始於民國74年(1985年)3月,由市長張博雅提出,原為宣信國小分校。民國76年(1987年)4月1日正式命名並獨立設校。第一期校舍於民國78年(1989年)11月24日完工,在此之前學生暫借宣信國小教室上課。第二期校舍於民國83年(1994年)1月完工,其後陸續擴建校舍至民國86年(1997年)。
