Xiejin Elementary School was founded on April 1, 1927 as "Tainan No. 4 Public School" (臺南第四公學校). Its first classes were held using Chihkan Tower (赤崁樓) itself as a temporary campus building, alongside a former girls'-school annex, with an unusually large founding cohort of 788 first-year students drawn from two existing schools plus new admissions. In 1928, the school moved into a newly built permanent campus on a 9,218-ping site and was renamed "Port Public School" (港公學校). Nearly a century later, the school continues to serve the children of Tainan's historic old-city core.

協進國小創校於1927年(昭和2年)4月1日,初名「臺南第四公學校」。創校首屆課程借用赤崁樓本體及一棟原女子學校附屬建物作為臨時校舍,首屆招收的788名新生,是由兩所既有學校轉入及新生共同組成,為當時罕見的大規模創校人數。1928年遷入新建的永久校舍(校地9,218坪),並改稱「港公學校」。近百年後的今日,協進國小仍持續服務台南舊城核心地帶的學童。
