Xiaying Elementary was founded in May 1911 (Meiji 44), as a branch of Madou (蔴荳) Public School, becoming independent in 1916 (Taisho 5) as "下營公學校." As Xiaying's founding school, it later spun off several of the district's other elementary schools — in 1920 it opened a Madouliao branch campus, which later became today's independent Hejian (賀建) Elementary School. The school holds "AA" web-accessibility certification, and established an alumni association and an on-campus computer classroom in 1995.
下營國小創校於明治44年（1911年）5月，原為蔴荳公學校分校，大正5年（1916年）獨立設校，定名「下營公學校」。身為下營區的創始學校，後來陸續分出區內數所國小——1920年設立麻豆寮分校，後獨立為今日的賀建國小。學校網站取得「AA」等級無障礙網頁標章，並於1995年成立校友會、設置校內電腦教室。
