Xianming Elementary opened in 1941 during the Japanese colonial era as a branch school known as "三星西國民學校清水分校." A flood in 1943 destroyed the original campus, forcing it to close, and the school did not reopen until 1945. It gained independence in 1948, then relocated in 1950 to a site near Fushan Temple in Tiansongpi before moving again to its present location in 1954. Its history of flood damage and repeated relocation mirrors the flood-prone river geography of the Sanxing plain.

憲明國小創立於日治時期民國30年(1941年),初為分校,稱「三星西國民學校清水分校」。民國32年(1943年)一場洪水沖毀原校舍,被迫停辦,直至民國34年(1945年)始復校。民國37年(1948年)獨立設校,民國39年(1950年)遷至天送埤福山宮附近,民國43年(1954年)再遷至現址。其洪水受損與多次遷校的歷史,正反映了三星平原易受水患侵襲的河川地理特性。
