Xiang'an Elementary was officially approved on August 1, 1994, with its first campus phase completed in 1997 and classes for grades 1–6 beginning that August 31. The school was founded specifically to relieve enrollment pressure at Shanfeng, Delong, and Ruipu elementary schools, caused by rapid population growth from the adjacent Pingzhen Industrial Park. Its name was chosen after alternatives such as "Yongguang" and "Yong'an" were rejected to avoid confusion with an existing Yong'an Elementary School in Xinwu Township. The main building is constructed in the shape of the Chinese character "日" — a rectangle with a central crossbar — a distinctive four-story design with double-loaded corridors.
祥安國小於1994年8月1日奉准設校,1997年完成第一期校舍工程,同年8月31日一至六年級正式開學。設校目的是為了紓解因平鎮工業區人口快速成長,造成山豐、德龍、瑞坪等國小學生爆滿的壓力。校名經過多次討論,「永光」、「永安」等方案因與新屋鄉已有的永安國小名稱相近而遭否決,最終定名「祥安」。主體建築採「日」字型設計——長方形中央有一橫向廊道相連——是採雙側走廊配置的特色四層樓建築。
