Wenshan Elementary opened in August 1964 as a branch campus of Xinxing School, becoming fully independent in 1966 and taking its current name in 1968. The school owes its existence to the local gentry of Wenshan Village, who funded and helped build the schoolhouse themselves so village children would not have to travel far for their education. Yeh Kuo-pao served as the school's first independent principal in 1966.
文山國小創立於民國53年（1964年）8月，最初為新興國小的分班，民國55年（1966年）獨立設校，民國57年（1968年）改為現名。學校的誕生歸功於文山村地方仕紳自籌經費、協助興建校舍，讓村中孩童無須遠行就學。首任獨立設校校長為葉國寶（1966年）。
