Built on villager-donated land.
Xinxing Elementary began on August 1, 1951 as a satellite classroom of Dazhu Elementary School, with classes initially held in a borrowed room at Lu Cuo village. Villagers donated funds that same year to purchase the roughly one-jia plot that remains the school site today. The school became independent as "Xinxing National School" on February 1, 1956, and was renamed "Xinxing Elementary School" during the 1968 nine-year compulsory education reform. It began serving school lunches in 1965 and set up a dental-health treatment center in 1971 — early examples of student-welfare programs in the district.

Part of the Dazhu branch-school lineage.
Xinxing Elementary is one of several Luzhu schools that trace their roots directly back to Dazhu Elementary School's branch-classroom system, illustrating how the district's modern school network grew organically out of its three historic hamlet centers — Nankan, Dazhu, and Kengzi. Its founding, funded by villager donations, reflects the community-driven way many of Luzhu's rural schools came into being. See the Taoyuan county page for more on the region.
