Long'an Elementary was approved for establishment in August 2004 as "Taoyuan County Luzhu Township Long'an Elementary School." Groundbreaking for the first phase of construction took place on March 28, 2005, and the completed first two phases opened to students in November 2006; a third phase broke ground in July 2013. One of the newest schools in Luzhu District, it was purpose-built for a fast-growing residential area. Although administratively part of Luzhu, roughly 80% of its students actually come from neighboring, more populous Taoyuan District, since the campus sits near that boundary.
龍安國小於民國93年（2004年）8月核准設校，定名「桃園縣蘆竹鄉龍安國民小學」，第一期工程於民國94年（2005年）3月28日動工，第一、二期工程完工後於民國95年（2006年）11月啟用，第三期工程則於民國102年（2013年）7月動工。是蘆竹區最新設立的學校之一，專為快速成長的新興住宅區而興建。雖然行政區劃上隸屬蘆竹區，但由於校址鄰近桃園區邊界，實際上約八成學生其實來自人口更稠密的桃園區。

It represents a newer chapter in the district's long history of urbanization pressure near the capital-region core — a story that began with farming hamlets like Nankan and Dazhu and continues today with fast-growing residential neighborhoods on Luzhu's administrative edges.
