Jian-De Elementary was approved for establishment by the Taiwan Provincial Government and Taoyuan County Government on February 1, 1995, with formal instruction beginning in 1998. The campus covers roughly 2.5 hectares and, as of 2023, served over 2,100 students across 74 regular classes plus resource and kindergarten classes — making it one of the larger elementary schools in the district. The school served as a pilot school for Taiwan's nine-year integrated curriculum (九年一貫課程) in 1998–99, and is currently led by its fifth principal, Wu Ming-fang, who has served since 2019.
建德國小於民國84年(1995年)2月1日經台灣省政府與桃園縣政府核准設校,民國87年(1998年)正式招生上課。校地約2.5公頃,截至2023年計有74個普通班,加上資源班與幼兒園班,全校學生逾2,100人,為區內規模較大的國小之一。學校曾於1998至1999年間擔任九年一貫課程試辦學校,現任第五任校長為吳明芳(自2019年起)。
