Fulin Elementary began life in 1959 as a branch campus (“富林分校”) of Caota Elementary before gaining independent status three years later, in 1962. The surrounding community is largely Hakka (客家), and the school is supported by the Child Welfare League Foundation's rural-school outreach program (兒福聯盟傳愛偏鄉).
富林國小民國48年(1959年)以「富林分校」名義創校,隸屬草漯國小分校,三年後於民國51年(1962年)獨立設校。周邊社區以客家人為主,學校並獲兒童福利聯盟「傳愛偏鄉」計畫支持。
