Fushan Elementary began in 1950 as a branch of Fugang Elementary School and became fully independent in 1972. In 2017 it took on a distinction unmatched anywhere else in Taiwan, becoming the country's only public "International Education"-themed experimental elementary school. The campus sits along Beinan Township's Pacific coastline, between the distinctive Xiaoyeliu rock formations and the popular Shanyuan Beach, an area otherwise known chiefly as a scenic tourist destination. The school district itself covers several small Indigenous fishing and farming hamlets, and the "International Education" identity draws partly from the school's role serving these small coastal communities.
富山國小於1950年以富岡國小分校形式創立,1972年正式獨立設校。2017年,學校取得全台獨一無二的定位——成為全國唯一以「國際教育」為主題的公立實驗小學。校園位於卑南鄉太平洋海岸線,介於知名的小野柳岩石地景與熱門的杉原海灘之間,該區域向來以觀光景點聞名。學校學區涵蓋數個小型原住民漁業與農業聚落,其「國際教育」的定位有部分即源自服務這些沿海小型社區的角色。
