Donghai Elementary is notable as the youngest public elementary school in Taitung County, built through a preparatory process that ran from 1994 to 1997. The first phase of classrooms was completed in October 1996, followed by an activity center and library complex in June 1997 — the same year the school formally opened. A playground renovation followed in 1998, with the administration building completed in 1999, rounding out the campus within its first few years.
東海國小是臺東縣最年輕的公立國小,籌備期自民國83年(1994年)至86年(1997年)。第一期教室工程於民國85年(1996年)10月完工,活動中心暨圖書館則於民國86年(1997年)6月完工,同年學校正式開校。隔年(1998年)完成操場整建,行政大樓則於1999年完工,短短數年間便建構出完整校園。
